It’s time to consider Belt 3 as an inner-city road instead of a highway

After reading the article “Entering the emergency lane on Ring Road 3 is prohibited, causing more serious congestion” by reader Minh Vu and article “Supporting going into the emergency lane because of traffic jams is an excuse for being wrong” by reader Tien Dinh I think it is necessary to reorganize traffic on this route.

Living in the Linh Dam area (Hoang Mai Hanoi) for more than 20 years, I witnessed the birth of Ring Road 3 and especially the elevated Ring Road 3 section. This road carries many expectations about changing the travel process connecting the two city axes from Cau Giay to Gia Lam and vice versa.

Indeed, Ring Road 3 has helped shorten the travel time. Travel time for many people reduces congestion. Driver Cars with dedicated roads are allowed to travel at a maximum speed of up to 90km/h, then reduced to 80km/h. Motorcyclists and other vehicles in the lane below also travel freely.

However, in recent years, the urban speed has been so high that high-rise buildings have sprung up along both sides of the road. considered a lifeline. High population density and increased number of car owners, personal vehicles “surrounding” this route, causing traffic jams to increase and have now become a “specialty”.

Looking up on Wikipedia with the keyword “Hanoi belt 3”, the results returned It shows that the route is still coded CT.20 (highway). From a road that allows travel up to 80km/h, it is not uncommon to see long lines of vehicles with brake lights forming a red streak when viewed from above.

The code is CT20 but the Belt section 3 above Hanoi has up to 7 intersections with only 18km long route. Traffic conflicts are certainly unavoidable because the upper road is clear, but at intersections that are clogged, the overhead is also clogged. Vehicles constantly “swing” lanes, passenger cars stop and park container trucks, waiting for motorbike taxis…

In my opinion, Hanoi needs to reorganize traffic on this route, including calculating nodes. assignment and consider the responsiveness of the road below. In just a few years, we will be “burdened” with so many apartments and personal vehicles… of course the road also needs to be calculated to suit the actual conditions.

If you can’t go If it’s fast, why not let it go slow but evenly slow instead of having it stagnate at a few points. Or we can consider accepting the fact that the rapid urbanization process has turned the area on both sides of Ring 3 not much different from the inner city, so consider it an inner city road?

Particularly For me personally, it’s time to consider Ring Road 3 as an inner-city road instead of a highway. And when it is an inner city road, vehicles travel at a speed that is not too fast, is the emergency stop lane required?
