The Ministry of Transport said that according to the planning for development of Vietnam’s road transport to 2020 approved by the Prime Minister in Decision 356 dated February 25, 2013, the route National Highway 39 has a minimum planning of a 2-lane level III road, of which the section through Hung Yen province is about 43km long.
According to the Ministry of Transport, recently, the section Km30+650 – Km36 has been invested and put into operation. +160 urban road scale 8 lanes (2009) section Km27+980 – Km30+650 scale 4 lanes (2012). The remaining sections were invested and completed in 2008 with a scale of 2-lane level III roads (including the section from the National Highway 5 overpass to the Hanoi – Hai Phong expressway (Km0 – Km10+050) in accordance with regulations. approved plan.
Due to the limited resources allocated to the Ministry of Transport, priority must be given to many important projects such as: North-South Expressway in the East to complete ongoing projects. The progress of repaying advanced capital and capital for BT projects has been delayed, so it is not possible to balance and allocate capital resources in the medium-term public investment plan for 2021-2025 to invest in renovating and upgrading Highway 39 section from the overpass.
