Regarding this issue, according to the Ministry of Health in Decision No. 295/QD-BYT, 12 administrative procedures have been abolished, of which 9 administrative procedures from number 1 to number 9 are:
1 . Issue health certificates to seafarers working on Vietnamese ships according to the standards specified in Appendix I.

8. Issuing health certificates to people who have lost civil act capacity or have no civil act capacity or have limited civil act capacity.
9. Periodic health check-ups.
The Ministry of Health affirms that according to the new regulations, the above 9 procedures are not administrative procedures but are specialized technical procedures implemented by medical staff according to the regulations. assigned functions and tasks.
