6 changes in base salary

On January 2, 1994, the Government issued Decree 05 temporarily regulating the implementation of new salary levels for incumbents in state agencies, the Party, unions, armed forces and in businesses, adjusting pension levels and subsidy levels for social policy beneficiaries.

At that time, the salary generally applied to workers was called the general minimum wage, at 120,000 VND/month.

Since then until 2012, the Government has adjusted the general minimum wage 12 times. The last time the general minimum wage was adjusted was by Decree 31/2012/ND-CP. The general minimum wage applied from May 1, 2012 is 1,050,000 VND/month.

In 2013, the concept of a general minimum wage is no longer used. State management agencies agreed to separate the two salary systems. The minimum wage applicable to the business sector is called the regional minimum wage.

From that time, the concept of base salary was first regulated in Decree 66/2013/ND-CP. This salary applies to civil servants and public employees who receive salary allowances and employees working in agencies, organizations, public service units of the State Party, socio-political organizations and associations of a specific nature and the armed forces.

The first base salary applies from July 1, 2013 at 1,150,000 VND/month. The next increase from July 1, 2023 is the base salary to 1,800,000 VND/month. Up to this latest increase, the base salary has changed 6 times.
